Anti-counterfeiting Standards and Guidance Documents

Dr. David Scrimshire [TEC Transnational Ltd]

Abstract:

Although it is clear that counterfeit EEE Parts and Conflict Materials do enter the industrial supply chain, the time and place of their entry are unpredictable. Managing this uncertainty has become more critical due to the recent rise in the incidence of counterfeit reporting. Standards such as AS5553 and IEC TS 62668-1 and the guidance document ARP6328 specifically, address the necessary processes (control plan) for risk identification, mitigation, disposition, detection and avoidance techniques, and reporting of the suspect or confirmed EEE parts and/or assemblies and conflict minerals.

The AS9100 series mandate that an organization must plan, implement, and control processes, appropriate to the organization and the product, for the prevention of counterfeit or suspect counterfeit part use and their inclusion in product(s) delivered to the customer and also provide training of appropriate persons in the awareness and prevention of counterfeit parts.

Further AS9100 requirements relate to the application of a parts obsolescence monitoring program; controls for acquiring externally provided products from original or authorized manufacturers authorized distributors or other approved sources; and processes for assuring traceability of parts and components to their original or authorized manufacturers. The presentation will summarise the requirements and show how AS5553 and AS9100 requirements are logically linked.
