Abstract: At the SMTA Pan-Pacific conference in 2015, we presented the industry’s contractual response to the threat of counterfeit electronic components as it related to the recently published DFAR’s implementing the U.S. National Defense Authorization Act of 2012, and the elements of the primary standards at that time (AS5553, AS6081 & AS6496). In that paper, we statistically tabulated the nature of the requirements flown down the supply chain vis a vis the DFAR’s and standards and identified the types and frequency of gaps. In this paper, we consider the evolution of the industry over the past 5 years by evaluating the requirements called out in the past year against these same documents and their subsequent revision. By evaluating today’s requirements against these standards and regulations, a judgment is made upon the progress in narrowing prior gaps as well as identifying current gaps and their associated challenges. The research analyzes documents received and categorizes them by type of supplier, the invocation of external documents, and common restrictions imposed. Given the results, recommendations are made to the industry.

Bio: Kevin Sink is the VP, Total Quality at TTI, Inc., the global authorized distributor of electronic components based in Fort Worth, Texas. Kevin participates in three SAE committees developing standards for counterfeit mitigation, as a member of the SAE G-19D for Independent Distribution, G-19T for terms and definitions and is the Co-Chair of SAE's G-19AD for Authorized Distribution. He has spoken at several industry and OEM symposia on the topic. Much of Kevin's research is centered around the industry's experience with standards and outside regulations and the translation of these into specific company practices. Kevin holds a BBA and MBA from Texas A&M University and has served in capacities within TTI from Sales to Product Management to Sales Operations before assuming responsibility for Quality. Prior to joining TTI, Kevin worked in Purchasing with General Dynamics. Coupling his experience in the mil/aero and electronics industries since 1988 with his interests in the issue, Kevin brings the perspective of authorized distribution to bear on best practices in counterfeit risk mitigation.
