Case Study of the Harry Krantz Company Investigation

Abstract: Most companies in the electronic supply chain have faced serious challenges, especially with respect to remarked and counterfeit parts. One of those companies is Harry Krantz Company, LLC. one of the oldest independent distributors of electronic components, having been founded in 1939. Late in 2012, Harry Krantz Company faced serious challenges due to the alleged sale of remarked parts by its president, Jeffrey Krantz to one of its customers. Prior to being advised of this investigation by the Department of Justice, earlier that year, Harry Krantz Company had begun taking steps to strengthen its policies and procedures. The proactive approach to meeting the DFAR requirements and maintaining strong quality systems allowed the company to remain in business after the indictment and sentencing of Jeffrey Krantz. David Friede, Keith Gregory and Anne Poncheri will discuss, via a panel discussion, the details, timeline and aftermath of the investigation. The Quality System, Management Team and the prior implementation of industry best practices allowed the Harry Krantz Company to be considered a responsible supplier per the DFARs, thereby allowing Harry Krantz Company ( Renamed Resion) to remain and eventually grow its business.

Bio: Anne Poncheri is the Director of Quality at Resion, LLC and her responsibilities include management of all aspects of the Quality Management System to ensure the continued certification to AS9120, AS6081, ESD S20.20 and DLA QTSL and QSLD programs. Resion is an independent stocking distributor of electronic components located in Ronkonkoma, NY. Ms. Poncheri’s responsibilities include setting long term quality policy for the company and Point of Contact for all external audits (customer and certification). Anne Poncheri is a member of the SAE Aerospace G19 and G19A Counterfeit Electronic Components Committees whose charter is to address aspects of preventing, detecting, responding to and counteracting the threat of counterfeit electronic components. Ms. Poncheri has in-depth knowledge of AS5553, AS6081, AS6171, ISO 9001:2015 and ISO/IEC 17025 and is a long-time member of the American Society for Quality.


Bio: Keith Gregory serves as Chair of the commercial litigation group in Los Angeles and Co-Chair of the commercial litigation group in California. He practices in the areas of general business matters, corporate, franchise and partnership disputes, and intellectual property and commercial litigation. He is an experienced litigator, with considerable background in litigating government debarment proceedings, intellectual property issues, licensing agreements, trade secret matters and Uniform Commercial Code issues, especially within the electronic components, computer hardware and semi-conductor industries. Keith served on the SAE International AS6081 Committee, which established standards proscribing counterfeit parts avoidance requirements for independent distributors. Also, Keith acts as the outside compliance officer for companies in order to establish and maintain ethics programs.
